Hugh Kelvin Duncan joined the Ainslie team in 1988 as a committee member, though he quickly became club treasurer in 1990; a position he would hold until retiring from the club at the end of the 2000 season. Being treasurer he implemented the use of spreadsheet to better track the Ainslie club budget. His dedication to the position would be reflected in how tirelessly he would chase down his colleagues for their individual budget reports.
Alongside his official positions he would also garner a reputation as the Player Advocate. Eager to jump in on behalf of the players, mostly to defend them, partly to allow him interesting stories to tell after the fact. In his year of retirement of 2001 Hugh would receive an OAM for services to the ACT community
