Herbert was born in Melbourne in 1911 and played AFL from his school days. He moved to Canberra when he finished school and became one of the first public servants in 1927. Herbert began playing at Ainslie in 1930, starting his career just a few years after the clubs formation. A former Eastlake player, Herbert would continue playing at Ainslie until 1947, reaching 89 total first grade games played over his career at the two clubs.
In 1946, his son John started playing sub-juniors and Herbert began coaching junior teams all the way to 1952 while also serving as Junior Delegate for Ainslie during this time. Herbert was also renowned representative coach having coached ACT junior sides. John Loftus inherited many of his fathers football traits and became too a very prominent Ainslie junior – winning the Junior League B&F back-to-back in 1950 and 51.
